French lawmakers have put forward two crypto tax amendments as part of the country’s 2027 budget process. One proposal would impose an unrealized capital gains tax on residents who leave France while holding crypto assets worth more than €800,000, or about $900,000. The measure would extend a tax treatment already applied to stocks, while crypto assets have so far remained exempt. The amendment was submitted by left-wing lawmaker Nicolas Sansu and 17 others, and cleared the National Assembly’s finance committee on Oct. 8.
A separate proposal would change how certain crypto-to-crypto transactions are taxed. Starting Jan. 1, 2027, converting Bitcoin into dollar-denominated stablecoins and similar assets would be treated as a sale and taxed at France’s flat 31.4% rate. Under the current framework, such conversions are generally taxed only when the proceeds are exchanged into fiat currency.
Both measures are amendments to the 2027 budget bill. Their path remains uncertain, however. On Oct. 9, the committee voted 31-3 to reject the entire tax section, meaning debate is set to resume on Tuesday. Both proposals would need to pass the committee again and then go through Senate review.
