White House reportedly maps executive actions as it prepares for possible shift in Congress
According to ChainCatcher, citing one White House official and two people familiar with the matter, the White House has spent months preparing for the possibility that Democrats could take control of Congress. The planning is aimed at preserving key parts of its agenda through executive authority, while also getting ready for potential congressional investigations into the Trump administration. Three people familiar with the matter said senior officials, including White House Deputy Chief of Staff Stephen Miller and budget chief Russell Vought, have worked with the White House Counsel’s Office since April to identify actions Trump could take without congressional approval. The areas under review include immigration, tariffs, housing costs, and federal spending. The White House official said counsel Will Scharf and his team are also examining what Trump can lawfully do on his own, where he may be able to push the limits of his authority, and how those decisions could be defended in court. Over the past month, Trump has continued holding rallies across the country as he tries to keep Republican control of Congress, while aides have reportedly begun privately preparing for a very different political landscape in 2027.
