CTBC’s 00406A falls below issue price but keeps heavy volume ahead of Nov. 3 ex-dividend date

CTBC Investments’ actively managed ETF, CTBC Taiwan Income (00406A), closed at NT$8.60 on Oct. 30, below its NT$10 issue price, while still posting trading volume of 1.292 billion units, or about 1.292 million board lots. Depository data showed the fund had 455,610 beneficiaries as of the same date. The ETF is scheduled to go ex-dividend on Nov. 3 with a cash distribution of NT$0.138 per unit, and Nov. 2 was the last day to buy in for the payout. Based on the Oct. 30 closing price, Commercial Times calculated a single-period yield of about 1.60% and an annualized dividend yield of roughly 19.26% by multiplying the payout by 12. The report also noted that this calculation assumes the monthly payout and share price remain unchanged, which is not guaranteed. Exchange data showed five trading days in October with volume above 1 billion units, and all five sessions ended lower. The fund uses active stock selection together with a covered call strategy, with reported distribution sources including stock dividends, capital gains from active management, and option premium income.

Solana merges SIMD-0567 proposal to replace the current ATA program with p-ATA

The Solana Foundation has merged proposal SIMD-0567 into the main branch, setting up a planned replacement of the current Associated Token Account, or ATA, program with an optimized version called p-ATA built on Pinocchio. The stated goal is to cut compute unit consumption and improve execution efficiency. Earlier benchmark tests from developers showed that p-ATA reduced transaction execution time by about 35% compared with the legacy program. The tests also found that when a Rent Sysvar account is provided, compute unit usage drops further. That comes with a tradeoff: actual execution time rises slightly, bringing transaction-level time savings back to around 1%. The proposal was merged 17 hours ago, but that merge does not mean the Solana mainnet has already switched programs. The new program still needs to be deployed through the network’s established migration process.

Pando Rings hacker moves 4,000 ETH through Tornado, worth about $9.22 million

On-chain analyst Ember reported that a hacker tied to the Pando Rings exploit from four years ago has moved part of a recently accumulated Ether position through Tornado. According to the monitoring update, the attacker who stole about $22 million from the project bought 7,548 ETH with 16.98 million DAI after the market fell following the Binance hack three days earlier. The average purchase price was listed at $2,249 per ETH. Two hours before the report, the hacker transferred 4,000 ETH from that holding through Tornado. The amount was valued at about $9.22 million in the update. The report attributes the tracking data to Ember and was published by Odaily.

On-chain data maps where the Binance hacker’s first $242 million went

Two days after the $6 billion Binance hack, the early movement of funds is becoming clearer. TechFlowPost, citing full tracking by on-chain analyst @somaxbt, reported that more than $3 billion in the hacker’s Bitcoin and Ether holdings remains largely dormant for now. After stablecoin issuers froze about $2.7 billion, TRON became the main laundering and disposal route during the first 48 hours. The report said roughly $628 million moved through TRON, including $612 million in USDT and 46.4 million TRX. On the first day of the incident, Tether froze 378 million USDT. To avoid additional contract-level freezes, the hacker converted about $249 million in assets that had not been intercepted into native TRX, then moved about $242 million out through cross-chain bridges over two days. That flow was split across four main routes: THORChain, Relay Protocol, Chainflip, and Symbiosis. THORChain handled the largest outflow, while Relay emerged as an unusual second-largest route. Chainflip showed repeated failed swaps and automated retries, and Symbiosis was used for smaller, highly distributed transfers. TechFlowPost said most TRON transit wallets have now been emptied, leaving only about $7.5 million in residual value.

Hong Kong SFC plans cybersecurity framework for licensed firms, Leung says

Hong Kong Securities and Futures Commission Chief Executive Julia Leung said at Hong Kong FinTech Week 2026 that the regulator plans to develop a cybersecurity framework for licensed institutions and impose higher requirements on firms deemed to face greater risk. The move is aimed at strengthening their ability to withstand AI-driven cyber threats. Leung also said Hong Kong institutions are ahead in tokenization, while adding that tokenization must deliver tangible economic benefits to the market before it can scale. Her remarks linked two priorities now in focus for the city’s financial sector: tighter cyber resilience standards for regulated entities and practical, economically useful tokenization efforts rather than growth for its own sake.

Liquid Capital founder says Binance can absorb hack losses, focus should be on preventing a second breach

Liquid Capital founder Yi Lihua said Binance’s earnings are sufficient to cover losses from the latest theft and that the exchange’s asset safety and liquidity remain intact. He said the situation is completely different from the collapse of FTX. In his view, the main issue now is not only the incident itself but how trading platforms, including Binance, can prevent a second breach. He said market concern extends beyond the current attack to a broader question: in the AI era, have hackers’ offensive capabilities started to outpace the defensive systems used by exchanges? Yi also raised the possibility that attackers may have left additional security risks inside platform systems. He argued that Binance and other trading venues should provide users with a detailed response plan that can reassure the market about how security risks are being handled.
