Brazil’s CVM forms tokenization working group as Liqi and XDC raise issuance target to $2 billion

Brazil’s Securities and Exchange Commission, the Comissão de Valores Mobiliários (CVM), set up a dedicated tokenization working group in July to study how distributed ledger technology can be used for securities registration, custody, trading, and settlement, according to Techub News citing BeInCrypto. The group is also expected to propose an experimental regulatory framework for tokenized securities. Separately, Brazilian tokenization platform Liqi Digital Assets renewed its partnership with XDC Network for another two years and increased their total issuance target through 2028 from $500 million to $2 billion. The revised plan includes the original $500 million target that has already been completed, plus an additional $1.5 billion in planned issuance. Liqi said the initial $500 million goal, signed with XDC in April 2025, was completed in about 15 months, 9 months ahead of the original 24-month schedule. The company added that it has tokenized about $835 million in assets on the XDC mainnet through 378 smart contracts, covering 386 series and 60 asset pools.

Brazil’s $318.8 Billion Crypto Market Heads Toward a Hard Licensing Deadline

Brazil’s crypto market is moving toward formal supervision under a licensing regime that will require virtual asset service providers to prove, rather than merely claim, compliance. A report from blockchain security firm CertiK says any company offering crypto trading, custody, or transfer services to customers in Brazil must apply for authorization by October 30, 2026, and include an independent “reasonable assurance report” covering anti-money-laundering and sanctions controls. The report ties the new framework to Law 14,478/2022 and three resolutions published by the Central Bank of Brazil on November 10, 2025. It also highlights the scale of the market: Brazil ranked fifth globally in real crypto adoption and received $318.8 billion in on-chain value in the 12 months through June 2025. Stablecoins sit at the center of the regulatory push, with about 80% of declared crypto volume moving through dollar-pegged tokens, according to the report. CertiK argues that this is why the central bank, rather than the securities regulator, is leading the regime.
