OpenAI tightens ChatGPT weapon-related responses for users under 18

OpenAI said on Oct. 30 U.S. time that ChatGPT will impose tighter limits on weapon-related information for users under 18, including prompts that may appear harmless on the surface. The company described the change as a new restriction on gun-related content for minors and said the rollout will begin in the coming weeks, with further adjustments to follow. The policy applies to users OpenAI identifies or predicts to be under 18. The company said it has upgraded its age-estimation system so it can keep assessing signals during use and move users into a minor version of ChatGPT when needed. Adults who are incorrectly classified can verify their age through Persona to remove the added protections. OpenAI is also making changes for all users. ChatGPT will no longer help reconstruct details from past mass attacks, including weapons, equipment, methods of obtaining them, or detailed comparisons of casualty counts that could amplify an attacker’s notoriety. The company added that conversations showing fixation on violence may be ended automatically, and repeated incidents could lead to account suspension. OpenAI also said it referred more than 200 imminent violence cases to law enforcement in the third quarter of 2026 and plans to publish its first Community Safety Report in early 2027.

Binance 24-hour net outflows fall to $3.5 billion as deposit-withdrawal ratio rebounds to 78%

DeFiLlama data shows that Binance’s 24-hour net outflows have dropped to about $3.5 billion from an intraday peak of roughly $7 billion, a decline of more than 50%. At the same time, the exchange’s deposit-to-withdrawal ratio has recovered to around 78% from about 20% at the early stage of the event, pointing to an improvement in fund flows on the platform. Binance’s total assets currently remain stable at about $127.8 billion, while withdrawal services across different networks are gradually being restored. The figures indicate that pressure seen earlier in the day has eased, at least based on the latest data cited by Odaily.

Sequoia partner says SpaceX is entering an Nvidia-like growth phase, with Starship, AI compute and direct-to-cell still underpriced

Sequoia Capital partner Shaun Maguire said on X that SpaceX may be on the verge of a revenue surge comparable to Nvidia’s run over the past three years, arguing that most investors are still materially underestimating the company. After a SpaceX earnings call, he published what he described as a bottom-up financial model and said the figures were "stunning," even if more than 90% of investors would likely view the forecast as unrealistic. Maguire’s case rests on several points: what he called SpaceX’s unusually high talent density, its potential position as a low-cost supplier in AI compute infrastructure, the moat created by Starship, and the unit economics of Starlink. He also argued that Direct to Cell could surpass Starlink in revenue in nearly every scenario by 2029 to 2030. In the same framework, he said orbital compute should begin to show up meaningfully in SpaceX’s financial model from 2029, and predicted the company’s vertical integration in chips could eventually resemble its current standing in rockets over the next decade.

Goldman Sachs limits advanced AI coding tools to engineers after internal review

Goldman Sachs has barred most employees from using advanced AI coding tools after reviewing productivity and risk management issues, according to the report. Over the past few months, the bank had allowed staff to use Anthropic’s Claude Code and Microsoft’s GitHub for work. An internal guideline updated in October has now narrowed access to engineers. The change has frustrated some employees, including traders who had been using the tools to speed up monitoring of client trading flows, track market moves, model positions, and produce written and graphic materials. The move is not Goldman’s first restriction on AI tools. Earlier this year, the bank also limited Hong Kong employees’ use of Anthropic’s Claude. A separate source said the latest instruction does not apply to employees known as “Strats,” whose work sits at the intersection of trading, quantitative research, and software engineering.

elizaOS founder is reverse-engineering Hyperliquid’s closed node, report says

Principia Research said elizaOS founder Shaw is reverse-engineering Hyperliquid’s closed node on GitHub. The effort has been running for six days and has drawn 46 contributors so far, but none of its 96 verification checkpoints has been cleared yet. At the same time, data from Hyperliquid’s public API shows the network has 27 active validators. Of those, five foundation-operated nodes control 47.4% of the staked share. The top three validators together account for 36%, or more than one-third of the total. Those figures have sparked discussion outside the project over how decentralized the Hyperliquid network is. The update was cited by Odaily in a 7x24 newsflash and attributed to Principia Research.
